Umm yes why wouldnt they be able to? There is less and less of that with new tattoos because the ink is better and so are the guns but if you dont get work by a pro you will fall victim to a blotcy mess

I think touch ups shortly after healing is done are free, but after months and years, then no. But if its to correct broken lines, areas not shaded all the way, then that should be covered by original session.

Most will tell you not to ever pick at em, why would someone do that, just crazy!

Why would a tattoo have blothes? What did the tattoo artist do wrong?

If you have blotchy skin when you get a tattoo will the color be off like your skin was?

Blotches can happen when the needle is not at the correct depth
